FNB Gas on the Second Amendment to the 2025 Land Use Plan

The proposed amendment to the 2025 Land Use Development Plan (FEP) sets the course for future offshore hydrogen production in Germany. FNB Gas advocates for the retention of the “Other Energy Production Area” (SEN-1), as it is of central importance as the first specifically designated entry point for offshore hydrogen in Germany’s Exclusive Economic Zone (EEZ).

From FNB Gas’s perspective, Option 1 is preferable because it increases the attractiveness of the offshore wind areas while fully preserving SEN-1. Option 2 is only justifiable as a viable compromise if SEN-1 is retained to an extent that enables an industrially relevant hydrogen system demonstrator and preserves connectivity to the core grid and the offshore hydrogen transport infrastructure. Option 3 is rejected because the elimination of SEN-1 would postpone the development of offshore hydrogen in Germany indefinitely.

Other key demands from our statement:

• Maintain offshore hydrogen in the FEP as a strategic system option.
• Secure SEN-1 as the first concrete entry point for offshore hydrogen in the German EEZ.
• Give due consideration to hydrogen transport infrastructure and connectivity to the core network in the FEP.
• Keep combined electricity/hydrogen connection concepts open in planning and enable them through regulation.
• Consider electricity-side optimization and hydrogen prospects together with a view to achieving overall system optimization.
