FNB Gas on the “KONNI 2.1” Draft Regulation

FNB Gas expressly welcomes the Federal Network Agency’s initiation of the “KONNI 2.1” determination procedure. The analysis by Trading Hub Europe GmbH (THE) confirms that, while the measures taken to date to curb conspicuous market behavior were appropriate and necessary, they alone are not sufficient to counteract high conversion costs in a sustainable and efficient manner.

Against this backdrop, FNB Gas supports the proposed amendment to the KONNI stipulation, which would make it possible to reintroduce a conversion fee for converting L-gas to H-gas if necessary. This represents an effective tool for reducing high conversion volumes and continuing to provide network users with efficient network access. Furthermore, FNB Gas welcomes the other amendments proposed by THE, particularly those regarding the distribution mechanism and the evaluation of the conversion system.
