FNB Gas on the “BRÜCKEN” regulation
FNB Gas welcomes the Federal Network Agency’s approach of considering additions to and reversals of provisions for the decommissioning and unavoidable dismantling of gas network infrastructure from the fifth regulatory period onwards as cost components that are not subject to the efficiency comparison (KAnEu). In the view of the transmission system operators, this is a central component for an appropriate, fair and distortion-free design of the gas network transformation.
At the same time, FNB Gas emphasizes the need to consider provisions, depreciation, dismantling and conversion to hydrogen as a coherent system. This is the only way to ensure that early, responsible action by network operators does not subsequently lead to regulatory disadvantages.
FNB Gas therefore recommends:
- No blanket elimination of the presumption of perpetuity
- Consideration of actual costs of measures also in full as KAnEu
- To treat dismantling costs, as a necessary component of the gas grid transformation, in a regulatory neutral manner
- Equal treatment of differently advanced network operators
