The regulations on the grid connection of biogas production plants are a central component of the current debate on the implementation of the EU gas market package. These regulations are to be dealt with in a future successor regulation of the Federal Network Agency to the Gas Network Access Ordinance (GasNZV). Although these procedures are formally separate, they are closely interlinked in terms of content and should therefore not be viewed in isolation.<\/p>\n\n\n\n

With this paper, the FNB would like to make a contribution to the discussion at both political and regulatory level. The challenges include the funding regulations for biomethane, in particular the obligation to connect to the grid, the cost-sharing regulation and the feed-in tariff. In addition, the import of biomethane must be strengthened. The minimum technical requirements for the grid connection, such as transfer pressure and gas quality, should also be reassessed.<\/p>\n\n

Overall, greater consideration should be given to economic efficiency and the use of economies of scale in all of these aspects. At present, this is not sufficiently taken into account.<\/p>\n\n

FNB Gas welcomes the BMWK’s consultation on the “Draft law to accelerate the availability of hydrogen and to amend further legal framework conditions for the hydrogen ramp-up”.
