The energy policy situation in Germany has changed profoundly. The transmission system operators are working flat out to continue to ensure safe gas transport and to advance the switch to hydrogen.

Review

While Germany faced a crisis situation in the winter of 2022/2023 due to the Russian war of aggression against Ukraine and the halt in Russian gas supplies, the supply situation has eased considerably this winter. The predominantly mild winter temperatures led to lower gas consumption, particularly in the heating market.

Review

With the halt in natural gas supplies from Russia, an extreme scenario became real for Germany this winter. However, a gas shortage did not occur. "Only due to the mild winter, consumption-conscious gas customers, the effort and cooperation of all parties involved, the supply could be secured," said FNB Gas Managing Director Inga Posch. "The technical possibilities of the transmission system operators have been stretched to the limit. We can't give the all-clear for next winter either."

Outlook

Legislators, gas market players and, not least, TSOs are doing everything they can to ensure a reliable gas supply for the winter of 2022/2023. The decisive parameters will be meeting the storage filling targets, rapid provision of LNG and the infrastructure required for it, as well as the extent of savings and, last but not least, the temperature trend over the winter.

Review

Storage levels at historically low levels, trading prices higher than ever, partial reversal of transport flows: TSOs look back on an extraordinary winter. As early as the beginning of December 2021, the TSOs identified unusually low storage levels as a potential risk to security of supply. Russia's attack on Ukraine has further exacerbated the situation on natural gas markets in an unprecedented way. Prices have risen sharply once again, and the lack of shipments from the east has been compensated for, among other things, by imports from the west. Through early monitoring and precautionary measures, the TSOs successfully minimized risks to supply and system security.

Outlook

The transmission system operators (TSOs) will continue to ensure reliable gas transport in the winter of 2021/2022. As far as security of supply in the winter months is concerned, the situation is not as comfortable as last year. However, the transmission system operators see no cause for concern in relation to their transport mandate. After assessing all parameters, the TSOs assume that they will be able to guarantee a secure and reliable gas supply for the coming cold period.

Winter 2020/2021

Review

In the gas winter of 2020/2021, the transmission system operators once again guaranteed a stable supply of natural gas in Germany. Longer cold spells meant that gas consumption by household customers and industry was slightly above the average for recent winter periods. Even during the weeks of severe sub-zero temperatures in February 2021, the FNB gas network was always able to reliably serve consumption peaks resulting from the increased energy consumption during these days.

Outlook

Despite the COVID 19 pandemic, the German transmission system operators (TSOs) are again confident about the coming winter period. The storage facilities are a good 95 percent filled and there is sufficient transport capacity available for the numerous sources to secure the gas supply even during longer periods of cold weather.

After the end of winter, the FNB carried out an analysis and summarised the findings in the FNB Gas Winter Review 2016/2017, which we are pleased to make available to you herewith.

In addition to the description of the winter, the use of storage facilities and the new balancing energy products introduced last winter on the basis of the BMWi cornerstone paper on increasing the security of natural gas supply are discussed. In addition, the special features of the L-Gas area (L-Gas GASPOOL) and the region of southern Germany (H-Gas Süd) are considered.
