Volume risk assessment report
The transmission system operators (TSOs) have been working for several years on the implementation of the NC TAR (EU Regulation No. 2017/460 of 16 March 2017) in the German regulatory regime, which aims to harmonize the transmission tariff structures. In 2019, the Federal Network Agency adopted the REGENT regulation, which stipulates the calculation of the reference price on the basis of distance-independent stamps by the TSOs. For the assessment of the volume risk pursuant to Art. 7 p. 2 lit. d of Regulation (EU) 2017/460, this report is intended to contribute.
According to point 10b) of the REGENT 2021 regulation adopted in 2020, the transmission system operators must publish a joint report describing the annual development of capacities and revenues from transmission services compared to the same period of the previous year. The extent to which the development is due to significant changes in technical capacity, the booking behavior of network users or other reasons must be explained. The possible substitution of gas transport via other entry and exit systems shall be shown. In addition, the report should show the lost revenue due to the exemption from charges for biogas and power-to-gas.
To this end, this report compiles transmission data from all 15 German TSOs in the Trading Hub Europe market area.
