Network development plan 2014
The demand-oriented expansion of the national natural gas infrastructure is a focus of the Gas Network Development Plan 2014 (Gas NDP 2014), which the German transmission system operators (TSOs) presented today. This provides for expansion measures with an investment volume of around 2.8 billion euros up to 2024. The 51 specific measures were confirmed by the Federal Network Agency (BNetzA) following consultations with market participants such as gas traders, power plant and storage operators. This will increase compressor capacity in Germany by a total of 343 megawatts. Added to this is the construction of a further 748 kilometers of high-pressure natural gas pipelines.
A key challenge in the coming years is the significant decline in domestic production of L-gas in conjunction with the likewise declining L-gas import volumes from the Netherlands. In the Gas NDP 2014, which is now available, the TSOs are developing an infrastructure for H-gas volumes to replace the declining L-gas volumes. In addition, the Gas NDP 2014 contains a detailed roadmap for the conversion of market areas currently still supplied with L-gas to H-gas. “The third Germany-wide gas network development plan published today sets an important milestone for maintaining security of supply,” emphasized Inga Posch, Managing Director of the Association of Gas Transmission System Operators (FNB Gas). “Thus, the Gas NDP 2014 represents an important document for the long-term security of gas supply in Germany and Europe in times of the energy transition.”

The German transmission system operators submit the draft gas network development plan 2014 to the BNetzA
For the third year in a row, the German transmission system operators (TSOs) are today submitting the Gas Network Development Plan (Gas NDP) to the Federal Network Agency (BNetzA). The draft Gas NDP 2014 contains more than 50 measures for the expansion of the national gas infrastructure in the next ten years and is based on the scenario framework confirmed by the BNetzA in October 2013. The investments resulting from the planned expansion will total around EUR 1.8 billion by 2019 and rise to a total of EUR 3.1 billion by 2024.
One focus of the Gas NDP 2014 is the successive conversion of L-gas-supplied areas to H-gas. This focus will be necessary in view of the decreasing production of L-gas in Germany and the decreasing L-gas exports from the Netherlands from 2020. “With the concrete activities for the practical implementation of the switchover, the topic of security of supply remains at the top of the agenda for German transmission system operators in the new NDP,” said Inga Posch, Managing Director of the Association of Transmission System Operators for Gas e.V. (FNB Gas). Major expansion measures are planned, particularly in southeastern and northwestern Germany (see map). Concrete descriptions of all projects can be found in the published project profiles, which represent an important innovation of the NDP 2014. The BNetzA is now consulting all market participants again and will then publish the result. Any additions and changes will then be incorporated into the NDP 2014 by the TSOs.

On 24.02. The workshop on the draft of the network development plan for gas 2014 took place
On the occasion of the consultation on the draft NDP 2014, the TSOs had invited to a workshop in which representatives of all value creation levels participated. In addition to technical presentations by the TSOs, the Federal Network Agency gave a presentation on its initial assessments of the NEP consultation document.

Transmission system operators publish draft of third Germany-wide network development plan for gas 2014
With the publication of the third Germany-wide Gas Network Development Plan (NEP 2014), the German transmission system operators (TSOs) today give the starting signal for the subsequent consultation procedure on the draft NEP.
Market participants have until March 7, 2014 to submit their comments on the published consultation document.
If a statement or individual passages of the statement are not to be submitted to the Federal Network Agency and the contents of the statement are not to be published, the consultation participant must indicate this accordingly.

Invitation to the accompanying workshop on the occasion of the consultation of the Gas Network Development Plan 2014
The German transmission system operators plan to publish the consultation document for the Gas NDP 2014 on February 17, 2014. The basis for the preparation of the Gas NDP 2014 is the scenario framework confirmed by the Federal Network Agency, which was prepared by Prognos AG on behalf of the TSOs.
The accompanying workshop is intended to continue the dialog with market participants and give them the opportunity to ask questions and make suggestions about the network development plan.
The workshop will take place on February 24, 2014, from 10:30 a.m. to 4 p.m. at Hotel NH Berlin, Friedrichstraße 96, 10117 Berlin.
