The German transmission system operators (TSOs) are investing around €2.2 billion in expanding the national gas infrastructure in the period up to 2023. “German transmission system operators are thus making a significant commitment to the issue of security of supply,” Inga Posch, Managing Director of the Association of Gas Transmission System Operators (FNB Gas), makes clear. The second Germany-wide Gas Network Development Plan (Gas NDP) published today lists a total of 27 TSO measures confirmed by the BNetzA for the next ten years. As a result, the installed compressor capacity in Germany increases by a total of 344 megawatts, and 522 kilometers of new high-pressure gas pipelines are laid.
“One particular task that we as TSOs will have to solve successfully in the future is the current significant decline in domestic production of L-gas,” Posch continues. To make matters worse, L-gas import volumes from the Netherlands will also decline sharply in the next few years. As a possible strategy for securing the gas supply in Germany and Europe in the long term, the NDP 2013 therefore deals for the first time with the conversion of areas currently still supplied with L-gas to H-gas. “With the NDP 2013, we are starting the intensive public discussion process with market partners and the regulatory authority on the necessary measures,” Posch continues. The planning framework for the NDP 2013 was defined in close consultation with the Federal Network Agency and market participants such as gas traders, power plant and storage operators. The focus was on continuity in the planning and expansion of gas transmission networks in the context of the energy turnaround. This included, in particular, the amendment request of the BNetzA of December 18, 2013, which led to the additional inclusion of measures in the NDP 2013.

Transmission system operators publish draft of second Germany-wide Gas Network Development Plan 2013
On April 01, 2013, the German transmission system operators (TSOs) submitted the draft of the Gas Network Development Plan 2013 (Gas NDP 2013) to the Federal Network Agency (BNetzA). The Gas NDP 2013 is based on the scenario framework confirmed by the BNetzA and submitted by the TSOs in October 2012. Both the preparation of the scenario framework and the preparation of the draft Gas NDP 2013 now available were preceded by an intensive consultation process, which numerous market participants actively accompanied with comments.
The content of the Gas NDP 2013, which describes different variants of gas network modeling for the years 2013 to 2023, focuses on the specific network expansion measures and the associated costs. The TSOs and the market participants involved in the consultation process are pursuing the common goal of achieving an optimum macroeconomic balance between the benefits and costs of network expansion. An intensive comparison of the different modeling variants shows very clearly economic advantages for the capacity products for gas-fired power plants and gas storage facilities. “With this jointly developed modeling variant, which involves investments of around 1.6 billion euros, we are creating the conditions for a high level of supply security and flexibilities for gas trading in the future,” emphasized Ralph Bahke, Chairman of the newly founded Association of Transmission System Operators Gas e. V. (FNB Gas). According to the calculations in the Gas NDP 2013, a network expansion that creates freely allocable capacities for new gas storage facilities as well as new and system-relevant power plants would double the overall additional economic costs. “Above all, the energy transition must also remain affordable. This calls for intelligent capacity products instead of steel,” Bahke continued.
Decline in L-gas production / imports
Another issue that will pose an intensive challenge to gas network operators in the future is already on the horizon. The switch from L-gas to H-gas associated with the decline in L-gas production. The sharp drop in export capacity to Germany announced by the Netherlands requires a rapid response from the TSOs. As early as 2023, the volume of imports is expected to be 30 percent lower than in 2020. From 2030, L-gas imports from the Netherlands are to come to a complete halt.
